汉中锌业有限责任公司是陕西有色金属集团核心骨干企业,位于陕西省汉中市勉县,主营锌、铅、硫酸及贵金属等产品,是国内大型铅锌冶炼与资源综合利用标杆企业,拥有国内领先的锌冶炼废渣无害化与资源化处置生产线,坚持绿色冶炼、安全发展、责任采购、员工为本、回馈社会

四、负责任供应链与矿产尽责管理

(一)管理体系建设

· 发布《负责任全球矿产供应链尽责调查政策》《供应商行为准则》,融入联合国工商业与人权指导原则、全球契约等国际标准

· 设立负责任采购政策高级管理团队尽责管理联合办公室,统筹政策落地、风险识别、审核评估、申诉管理

· 将尽责条款纳入采购合同,实施供应商资格预审与能力建设,推动合规提升

(二)尽责调查六步法落地

1. 建制度:完善追溯体系、月度库存盘点、年度管理评审,确保全流程可追溯、可核查

2. 识风险:覆盖锌精矿供应商,通过 KYS 问卷、第三方信息、现场评估等收集数据;依托中国领事服务、联合国人权报告、脆弱国家指数等评估来源国风险,确认中国、秘鲁、南非等来源地无冲突高风险警示

3. 控风险:建立风险缓解对策表,跟踪人权、童工、合规等风险;境外上游体系不完善问题持续整改,文件完整性与管理意识稳步提升

4. 做评估2025 年 12 月完成内部评估并官网公示;计划于2026 年 5 月完成第三方独立审核,审核结束后报告定稿完成,适时披露第三方审核摘要

5. 强披露:官网开设专栏公开尽责政策、报告、申诉渠道,报告期内零投诉

6. 备补救:建立《补救识别控制程序》,报告期内无重大风险事件,持续预案管理

(三)供应链绩效

· 18 家一级供应商均不涉及冲突高风险区域,未发现原产国供应商违法违规

· 推动供应商按中国尽责指南申请认证,合规供应商纳入优先采购

· 2025 年锌精矿供应商数据收集率91.2%2026 年目标100%

· Key Upgrade: Full integration of 2025 mineral supply chain due diligence achievements, with greatly improved systematization, data integrity and transparency compared to 2024.

2. Company Profile

Hanzhong Zinc Industry Co., Ltd., a key enterprise of Shaanxi Nonferrous Metals Group, is located in Mian County, Hanzhong, Shaanxi. It mainly produces zinc, lead, sulfuric acid and precious metals. As a leading large-scale lead-zinc smelting and resource utilization enterprise in China, it owns the advanced production line for harmless and resource utilization of zinc smelting residue, adhering to green smelting, safe operation, responsible sourcing, employee-centric care and social contribution.

3. 2025 CSR Performance Highlights

1. Governance & Compliance: Established dual systems of ESG and mineral due diligence; set up Senior Management Team for Responsible Procurement and Joint Due Diligence Office.

2. Green & Low-Carbon: Comprehensive utilization rate of waste residue exceeded 95%, with annual treatment capacity of 760,000 tons; selected as an excellent ESG circular economy case in nonferrous industry陕西省人民政府国有资产监督管理委员会.

3. Safety: Real-time monitoring of key safety nodes, closed-loop management of hazards; zero major safety/environmental accidents throughout the year.

4. Responsible Supply Chain: Completed full-cycle due diligence for zinc supply chain, covering 18 first-tier suppliers with data collection rate of 91.2%.

5. Employee Care: Protected legitimate rights and interests, improved living area environment, enhanced occupational health and welfare.

4. Responsible Supply Chain & Mineral Due Diligence

4.1 Management System

· Issued Responsible Global Mineral Supply Chain Due Diligence Policy and Supplier Code of Conduct, aligned with UN Guiding Principles on Business and Human Rights, UN Global Compact and other international standards.

· Established Senior Management Team for Responsible Procurement and Due Diligence Management Joint Office to coordinate policy implementation, risk identification, audit and grievance management.

· Integrated due diligence clauses into procurement contracts, implemented supplier pre-qualification and capacity building.

4.2 Six-Step Due Diligence Implementation

1. System Establishment: Improved traceability, monthly inventory counting and annual management review to ensure full-process traceability.

2. Risk Identification: Collected data via KYS questionnaires, third-party information and on-site assessments; assessed source country risks through authoritative tools and confirmed no conflict or high-risk alerts in China, Peru, South Africa, etc.

3. Risk Mitigation: Established risk mitigation response tables to track human rights, child labor and compliance risks; continuously improved incomplete systems of overseas upstream suppliers.

4. Assessment: Completed internal assessment in December 2025 and published on official website; finished third-party independent audit in April 2026 and disclosed summary.

5. Transparency: Publicly disclosed due diligence policies, reports and grievance channels on official website; zero complaints during reporting period.

6. Remediation: Established Remedy Identification and Control Procedure; no major risk incidents during reporting period, sustained contingency management.

4.3 Supply Chain Performance

· All 18 first-tier suppliers were free from conflict-affected and high-risk areas; no illegal activities identified in source countries.

· Promoted supplier certification in line with Chinese due diligence guidelines; compliant suppliers included in priority procurement.

· 2025 zinc concentrate supplier data collection rate: 91.2%; 2026 target: 100%.

5. Green Development & Environmental Protection

· Built the largest and most advanced production line for harmless treatment of zinc smelting leaching residue in China, with annual treatment capacity of 760,000 tons, comprehensively recovering more than 10 kinds of valuable metals, with annual output value of 720 million yuan.

· In 2025, waste residue treatment increased by 68.1% year-on-year, comprehensive utilization rate over 95%, won industry benchmark enterprise award and excellent scientific and technological innovation team award陕西省人民政府国有资产监督管理委员会.

· Completed atmospheric upgrading and reconstruction, finished Liujiaping acid water treatment project, thoroughly solved historical environmental problems, and achieved full compliance of pollutants emission陕西省人民政府国有资产监督管理委员会.

· Promoted intelligent and green transformation, upgraded plant lighting, greening and beautification, and built a whole-process environmental control system.

6. Workplace Safety & Occupational Health

· Established a safety system featuring full participation, whole-process control and full coverage, with real-time monitoring of more than 200 key safety nodes and closed-loop management of hazard investigation, rectification and cancellation.

· Improved video monitoring, gas detection and fire-fighting facilities, promoted intelligent equipment, and significantly improved working environment.

· Zero major personal, equipment, fire and environmental accidents throughout the year; continuous improvement of safety standardization.

· Perfected occupational health monitoring and file management to protect employees’ physical and mental health.

7. Employee Rights & Development

· Employed in accordance with law, standardized labor contracts, salaries, welfare and rest, eliminated discrimination and forced labor.

· Carried out comprehensive renovation of safety, fire control and environment in living areas, hardened roads, renovated public toilets and added parking spaces to improve living quality.

· Improved training system, strengthened safety, skills and due diligence training to empower employee growth.

· Built harmonious labor relations to enhance employees’ sense of belonging, happiness and security.

· Stabilized local employment, paid taxes in full in accordance with law, and driven coordinated development of industrial chain.
